Namibia Table Tennis Association
CONSTITUTION
A. GENERAL RULES

1. The Association shall be known as the Namibia Table Tennis Association

2. The committee shall be elected at a General Meeting to be held in February/ March each year and shall consist of the chairman. Vice- chairman, secretary/ treasure, and one representative of each affiliated club. In the year the chairman shall be elected for the period of one year, the chairman shall be elected for the period of one year, the vice- chairman for the period of two years and the secretary/ treasurer for the period of three years. Every year one member will resign and the vacancy filled. A resigning member can be re- elected.


3. Two thirds of the committee members presented forum a quorum.

4. Proper minutes shall be kept and approved at the following meeting.


5. The committee shall meet when necessary and the secretary shall notify each member in due time before such meeting.

6. Should any committee member resign or absent himself from three consecutive committee meetings, such member will cease to be a committee member and the remaining committee members shall have the power to fill the vacancy.

7. Every player of each affiliated club has a vote at the A.G.M provided that he has submitted his registration fee to the Association. Every player is entitled to attend general meetings and cast his vote.

8. The secretary shall give notice to all club secretaries before calling in a general meeting at least fourteen days before the date of the meeting.

9. Should any player wish to place an item on the agenda, he may do so just before the general meeting starts.

10. A special general meeting shall be convened at any time by the committee if demanded in writing by one third of the registered players shall form a quorum at a special general meeting. Only the subjects appearing on the agenda will be discussed.

11. All questions be decided by a majority of those present and shall be determined by a show of hands subject to the right of players to demand a ballot.

12. The chairman shall exercise his casting vote should the occasion arise of equal voting.


13. The committee shall act as a disciplinary committee and upon receiving a complaint about a player’s misconduct or unsportmanship in writing the committee’s findings shall be final. Any such player is to attend such meetings of the Disciplinary committee and has the right to defend him – or herself.

14. The committee shall act as a selection committee.

15. Should any question arise which is not contained in the general or playing rules the committee has the right to go into the question and its decision shall be final.

B. COLOURS:
1. The provincial badges shall be a Zebra head with the words Namibia and Table Tennis .

2. The players representing Namibia shall wear as playing outfit the blue and red colours as specified by the National Sports Council of Namibia. the formal dress shall be grey flannels , a blazer and matching tie.


3. Any players selected by the selection committee shall receive a large badge free of charge which he may retain after he has played one International match ot three against foreign countries.

C. TOURNAMENTS :
The Namibia Table Tennis Association shall organize the following tournaments during the session: -
I. The season’s opening Tournament
II. The Namibia Championships
III. The Windhoek Championships
IV. The League

1. The season’s opening Tournament shall be organized by the Association and will allow all registered players of all clubs to participate. All games be played best out of three and no seedings will take place.

2. A. The Namibia Championships shall be organized by the association and will be treated as Closed Championships.
B. All games shall be played best out of five except for the plate event where best out of three shall be played.

3. All above rules shall be applicable to the Windhoek Championships.

4. a. The League shall consist of a first and a second league. A team shall consist of three players. Matches shall be played in the following order: six singles, one double and another three singles.

b. Should any club enter more than one team in the same league players shall mot be permitted to interchange teams until the end of the first round.

c. No player playing in the first league shall be permitted to play in the second league once this player has played two matches in the first league. However, if such a player has not played for two consecutive week sin the first league he shall then be permitted to play in the second league and vice – versa.

d. Points shall be awarded as follows: Win = two points and draw = one point. Any team not completing their league program shall loose two points for every match not played. The winners of the league shall be the team with the most number of points. Should there be a tie for the first place the team which lost the leas number of games during the season shall be the winner. In the event of both teams loosing the same number of games these teams shall participate in a reply.

e. league matches shall be played on a home and away basis. Score cards shall be properly filled in and submitted to the Association’s secretary for recording.

f. the following fees shall be payable by each club participating in the league:

Club affiliation R 100-00 p.a
Team Fees R 15-00 team p.a
Registration of players R15-00 player p.a
Juniors & scholars R 10-00 Per Player all per year

D. SELECTION OF TEAMS

1. The committee shall act as selected players shall have the right to wear the official colours.

2. Nobody else than selected players shall have the right to wear the official colours.


E. PLAYING AND UMPIRE RULES:

1. The playing and umpire rules shall be the same as laid down by the International Table Tennis Federation and the International Table Tennis Umpires Federation respectively.

F. PARTICIPATION:
1. That the association actively ensures that no discrimination exists within the Association and its affiliated clubs on the grounds of race colour and creed.
The committee shall have the right to collect funds to further Table Tennis in Namibiaat any tine.

The above amendments were accepted as recommended and drafted by the Namibian National sports Council at a meeting held on Tuesday 19th July, 1994, at Windhoek.
